ASSOCIATE ACCOUNTANT –
FINANCE DEPARTMENT

Summary of Position
The Human Resources Division of the Village of Addison is accepting applications to fill one (1) vacancy in the at-will, F.L.S.A non-exempt, full-time position of Associate Accountant in the Village of Addison Finance Department. The required work schedule is 37.5 hours per week, 9 am to 5 pm, Monday-Friday. May be required to work extended hours periodically.

Primary Responsibilities will involve but not be limited to
• Prepares and inputs journal entries to the general ledger system under direction of the Assistant Finance Director.

• Prepares monthly reconciliation of all bank accounts.

• Assists in formatting work papers and compiling data for the Annual Audit and Annual Budget.

• Reconciling receipts to the General Ledger.

• Assist in preparing month-end journal entries.

• Data entry into schedules for fixed assets.

• This position may serve as back-up to various other positions within the Finance Department.

• Other duties as assigned by supervisor.

Essential Knowledge, Skills and Abilities
• Knowledge of accounting procedures and practices including understanding of debits and credits.

• Ability to organize and prioritize workload with minimal direction.

• Demonstrate strong analytical skills with attention to detail.

• Possess excellent written and oral communication skills.

• Skilled in Microsoft excel as well as use of other financial software. Experience in New World software a plus.

Required Education and Experience
• Requires, at a minimum, a high school diploma, or equivalent, and completion of a minimum of three (3) accounting classes at an accredited college or university. Advanced Accounting Certificate preferred. Must be able to pass a basic accounting skills test.

• Possess at least one (1) year of work experience in a professional accounting setting.

Salary and Benefits
The annual salary range for this position is $57,419 – $79,482. Starting salary is based on qualifications, with the Village anticipating a starting range in the lower quartile with room for advancement. The Accountant Associate will receive a very competitive benefit package.

Required test and screenings
The candidate selection process consists of: a review of the candidate’s past work experience/skills and a personal interview. Successful candidates must successfully pass all required screenings and tests administered, when applicable, in order to be a candidate for this position. However, passing all required screenings/tests and completing a personal interview does not guarantee hire by the Village, as the ultimate decision to hire anyone is at the sole discretion of the Village of Addison.

Summary of Position and Duties:
The Human Resources Division of the Village of Addison is accepting applications to fill one (1) vacancy in the at-will, F.L.S.A non-exempt, full-time position of Mechanic 1 in the Public Works Department, Division of Fleet Services. Under direct supervision, this person performs maintenance and repair work on all municipal vehicles, small engine-powered equipment, stationary and auxiliary engines and generators, and related items. Required to work weekends, holidays and overtime in the necessary capacity to complete job requirements. Occasionally on 24-hour call for any problems that may occur. The Mechanic 1 works 40-hours a week, 7:00am to 3:30pm, Monday – Friday. Work is of routine difficulty and reviewed for progress and conformance to established procedures by the Fleet Supervisor.

The primary responsibility of the Mechanic 1 will involve, but not be limited to:

• Inspects, diagnoses, repairs and/or replaces components in drive trains, suspensions, fuel systems, electrical systems, air systems, hydraulic systems, and brake systems. Village vehicles include small cars, police cars, light and heavy trucks and commercial equipment, tractors with backhoe and end-loader attachments and dump trucks with snow-plows.

• Ability to diagnose and repair faulty electrical systems including wiring, motors, generators, starters, lights, and ignition systems. Installs batteries and terminals.

• Checks and repairs/replaces equipment such as light-bars and other special equipment in
Police, Fire and Public Works vehicles: mounts blades on snow-plows and front-end loaders.

• Ability to read and understand shop manuals and specifications and use diagnostic tools.

• Ability to document repair work.

• Ability to use all types of hand-tools and related power-equipment associated with automotive/vehicular maintenance and repair.

• Ability to be at work as scheduled and on call 24-hrs a day, seven days a week for emergency situations.

• Assist other workers with department operations ensuring assigned tasks are completed accurately, timely, safely, and according to instructed operating procedures. Also assists other workers in specified area(s) of expertise in operation, instruction and implementation of safe working practices in the operation of all necessary equipment and tools and assist with the general preventative maintenance work and repairs on equipment.

• Assists in cleaning and maintaining the Fleet Services work-area.

COMMUNITY DEVELOPMENT DEPARTMENT

Summary of Position and Duties:
The Human Resources Division of the Village of Addison is accepting applications to fill one (1) vacancy in the at-will, F.L.S.A non-exempt, full-time position of Community Development Inspector 1 in the Community Development Department. The Community Development Inspector 1 position is an entry level classification working under general supervision, performing inspections of business, commercial, industrial, housing and building properties to ensure compliance with all Village building, zoning, construction, and life safety codes.
The Inspector may be on call 24-hours a day for emergency inspections, and required to work overtime in the necessary capacity to perform job duties. The Community Development Inspector 1 works 37.5 hours per week, 8 – 4pm daily, Monday – Friday, but may be called in at other times than the regularly-scheduled work-day if emergencies arise and at the discretion of the Village of Addison. Work is of average difficulty and is reviewed for progress and conformance to established procedures by the Building Division Supervisor or his designee.

The primary responsibility of the Community Development Inspector 1 will involve, but not be limited to:

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

• Investigates reported municipal, building, sub-division, and zoning code violations; initiates corrective or enforcement measures; notifies violators or corrective actions required for compliance; conducts follow-up inspections and reports; makes court appearance as necessary.

• Assists supervisor in updating Village Ordinances relate to departmental activities to ensure that Village Ordinances reflect current municipal needs; prepares proposed revisions and submits them to their supervisor for review.

• Meets or corresponds with contractors, architects, developers, residents, owners and managers regarding missing or inadequate details or existing violations; makes written reports of inspections with notes on any action taken.

• Performs duties in strict accordance with the Department/division SOP/safety manual and is expected to report any hazards and observed infractions immediately to their supervisor; may serve on departmental safety committee; makes certain that staff in the division are also performing duties in accordance with all Department/division SOP/safety manual regulations and policies.

• Inspects all properties requiring licenses and transfer-of-property stamps.

• Resolves complaints of municipal zoning, subdivision, property maintenance and building code violations.

• Prepares reports and recommendations related to inspections made and assists in updating municipal codes.

• Ability to perform the duties of the position and operate department equipment with strict adherence to Village and Department safety policies and procedures.

• Receives and investigates the general public’s complaints regarding division services. Institutes corrective measures including legal action as feasible and communicates with the general public regarding complaint disposition. Provides said service to customers in a timely, professional and courteous manner.

IN ADDITION TO THE AFOREMENTIONED ILLUSTRATIVE EXAMPLES OF WORK, INSPECTORS IN THE COMMUNITY DEVELOPMENT DEPARTMENT WILL BE ASSIGNED AND REQUIRED TO GAIN EXPERTISE IN ONE OR MORE OF THE FOLLOWING FIVE (5) INSPECTION AREAS:

1. BUILDING INSPECTION
Inspects during construction work to check footings, foundations, other concrete work, framing, other
structural systems, electrical, H.V.A.C., plumbing, spotted surveys, driveways, and parking areas at single family dwellings and accessory structural such as pools, sheds, decks and fences for compliance with applicable building, electrical, plumbing, mechanical, fire, zoning and other applicable codes and ordinances including soil and erosion control practices. Performs disaster inspections such as those caused by flooding, fire, vehicle striking building, as requested to determine the safety of the structure.

2. COMMERCIAL & INDUSTRIAL INSPECTION
Inspects all businesses in the Village’s industrial park and areas zoned for manufacturing on a regular basis for compliance with municipal and related codes and ordinance covering building and property maintenance and alteration; inspects all commercial and industrial buildings whenever a new business applies for a license; approves or rejects plans; makes inspections during new construction to check concrete, structural, electrical, H.V.A.C., and plumbing work to ensure compliance with all applicable codes, including soil and erosion control practices, inspects parking lots, driveways, storage areas, and landscaping for compliance with the Vi

Summary of Position and Duties:
The Human Resources Division of the Village of Addison is accepting applications to fill one (1) vacancy in the at-will, F.L.S.A non-exempt, full-time position of Clerk Typist in the Finance Department. This is an entry-level classification working under direct supervision within the Village. Incumbents in this classification perform routine and non-routine duties with a variety of related tasks.

The Clerk Typist will work at the front desk of the Finance Department collecting payments from residents for things such as, but not limited to: vehicle stickers, parking tickets, water bills, and other fees due to the Village for applicable Village services. Work involves heavy public contact on a continuous basis. Therefore, the Clerk Typist must possess patience and a professional and welcoming demeanor to visitors. Further, given the heavy public contact, the Clerk Typist will be expected to possess tact and be able to diffuse situations where visitors may be difficult or upset. The Clerk Typist may also work the Information Desk at the Village Hall, as needed, and fill in elsewhere in the Finance Department and/or at other Village Departments as directed.

The Clerk Typist will work a 7.5-hour day and a 37.5-hour work-week, plus any required overtime. The Clerk Typist will be expected to work Monday – Friday. The Clerk Typist will also be expected to spend approximately one-half hour after the above-identified work-day’s closing down the counter. The Clerk Typist may also be called upon to learn duties in other positions and perform duties in a backup capacity. Work is of routine difficulty and is reviewed for progress and conformance to established procedures by the Director of Finance or his/her designee.

The primary responsibility of the Clerk Typist – Finance will involve, but not be limited to:

• Receive and process payments from residents for water bills, tickets, vehicle stickers, building permits, real estate transfer stamps, police fines, bonds, returned payment reimbursements and other revenues by inputting into various computer software systems and programs;

o Payment types include cash, checks, credit cards and internet payments;

o Payments are made in person, via mail, drop box, internet (such as EPay);

• Reconcile various systems to receipts/payments collected; enter into main cash receipts software and balance payment types to total entered;

• Count down/reset cash register drawer at the end of the shift;

• Issues real estate transfer stamps with appropriate paperwork;

• Uses Excel spreadsheet to track real estate transfer stamps and other information including summaries of fees;

• Generate shut-off letters for delinquent water billing accounts;

o Create/update shut-off list of delinquent accounts for the Water Division to suspend service;

o Contact Water Division for service reinstatement upon payment of delinquency.

• Initiate payment plan paperwork for supervisor approval;

• Interact with residents in person, via the phone, or email/internet inquiry regarding account balances and collection issues;

• Uses fax to send requested information, and to receive and distribute incoming information;

• Maintain various subsystems such as the vehicle sticker software program;

• Maintain department petty cash fund including payments, receipts and reimbursements;

• Initiate request for refund when necessary, including appropriate backup for supervisor approval;

• Backup for Board meeting minutes;

• Types a variety of material including correspondence, records, reports, forms, cards, folders and other material from a variety of sources; verifies work for accuracy of typing; assures correctness of spelling, grammar, and punctuation. Composes basic correspondence. Types standardized reports and statements, including data entry utilizing Microsoft Office software;

• Performs general office duties, answers telephones, greets visitors, fulfills requests for information, directs telephone calls and messages to appropriate personnel; meets customers and handles their inquires or problems for solutions; gives basic information of a non-technical nature concerning departmental procedures, rules and regulations. Provides said service to customers in a timely, professional and courteous manner;
