Summary of Position and Duties:
The Human Resources Division of the Village of Addison is accepting applications to fill one (1) vacancy in the at-will, F.L.S.A non-exempt, full-time position of Program Analyst in the Information Technology Division of the Administration Department. The Program Analyst’s primary duties involve performing work that requires practical application of highly-specialized knowledge in computer systems analysis, which includes work requiring the consistent exercise of discretion and judgment. The Program Analyst also assists existing staff in the Information Technology Division, dealing with the day-to-day trouble-shooting required to address both routine and complex problems with desktops, laptops and mobile communication devices. This individual interacts regularly with employees who utilize the Information Technology Division’s technology, so the Program Analyst is expected to have an out-going personality and be comfortable interacting with a variety of people; this also includes being a motivated self-starter who can work with minimal supervision. The individual in this position may be expected to work evenings and weekend hours in order to accomplish the necessary tasks.

The Program Analyst works Monday through Friday, 37.5-hour work-weeks, plus any required overtime and other work outside the normal work-week as directed. Work is of complex difficulty and is reviewed for conformance to established procedures and goals by the Information Technology Manager and/or his or her designee.

The primary responsibility of the Program Analyst will involve, but not be limited to:

• The application of systems analysis techniques and procedures, including consulting with users, to determine hardware, software or system functional specifications.

• The design, development, documentation, analysis, creation, testing and/or modification of computer systems or programs, including prototypes, based on and related to user or system design specifications.

• The design, development, documentation, analysis, creation, testing and/or modification of Village of Addison Administration and Public Works systems, based on and related to user or system design specifications.

• The design, development, documentation, analysis, creation, testing and/or modification of Microsoft Active Directory and Printer management and deployment, based on and related to user or system design specifications. The design, development, documentation, analysis, creation, testing and/or modification of Security and Backup Appliances, based on and related to user or system design specifications.

• The design, development, documentation, analysis, creation, testing and/or modification of Environmental Services and SCADA systems, based on and related to user or system design specifications.

• The design, development, documentation, analysis, creation, testing and/or modification of Helpdesk, asset management, and Inventory systems, based on and related to user or system design specifications

• The design, documentation, testing, creation or modification of computer programs related to machine operating systems.

• Expected to be able to handle helpdesk level I and II troubleshooting. This includes, but not limited to: basic PC issues with both software and hardware, network connectivity, email and phone issues, and basic server-related administration functions.

• Assist in the maintenance, updating and the trouble-shooting of desktops, laptops, and mobile communication devices, including connectivity and Internet issues related to the aforementioned.
Also receives and investigates the complaints from other department end-users regarding Division
services. Institutes corrective measures as feasible and communicates with the complaining party
regarding complaint disposition. Provides said service to customers in a timely, professional and
courteous manner.

• Assist the other Information Technology staff with any items that they have that might require assistance.

• Work with the Information Technology staff in updating existing documentation, inventory, software documentation, computer use policy, and other general Information Technology-related duties.

• Assist in the selection of Technology solutions for Village issues. Develop budgets and plan methods for system integration. Assist in the installation and deployment of budgeted programs and projects.

• Performs duties in strict accordance with all safety rules and expected to report any hazards and observed infractions immediately to the supervisor; may serve on departmental safety committee; makes certain that staff in the Division are also performing duties in accordance with all safety rules, regulations, and policies.

• Receives and investigates the complaints from other department end-users regarding division systems. Institutes corrective measures as feasible and communicates with the complaining party regarding complaint disposition. Provides said service to customers in a timely, professional and courteous manner.

• Performs other duties as assigned.

All applicants must meet the following minimum requirements to be an eligible candidate for this position:

• Must be enrolled in or completed a post-high school level educational program specifically in information systems.

• Required to possess working knowledge of Microsoft Office, Adobe and other typical applications.

• Possess Microsoft MCSE, A+ Certification and/or at least one (1) year of previous job experience as a computer technician required.

• Possess a strong background in trouble-shooting desktop, laptop and mobile communication devices, as well as, possess a familiarity with network operating systems, their associated hardware and concepts.

• Possess a valid class ‘D’ Illinois Driver’s license free from incidence, which may result in license suspension or revocation.

• Ability to work nights, weekends, and holidays as directed.

• Ability to pass a personal interview, physical and drug screen when applicable.

• Be able to successfully utilize Microsoft Office software programs (i.e., Word and Excel).

While performing the duties of this job, the employee is regularly required to use hands to finger, handle, or feel the computer keyboard, mouse and other related computer equipment of various sizes from very
small to large. The employee frequently is required to stand, walk, sit for extended periods of time, reach with hands and arms, and talk or hear on the phone or in person. The employee is occasionally required to stoop, kneel, or crouch to reach lower level file drawers, get under desks and in tight spots in order to install computer hardware. The employee must occasionally lift, carry, push, pull and/or move computer equipment up to 30 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, and ability to adjust focus.

Employee is expected to work in the necessary capacity to complete tasks, which may involve working after-hours and on the weekends to minimize work disruptions due to network shut-downs.

The employee must be available and present for work as scheduled. The employee must perform all functions of the job safely and efficiently at all times in compliance with all safety regulations and policies for the safety and welfare of the employee, co-workers, and the public.

Work Environment Factors:
Ability to work under generally safe and comfortable conditions where exposure to environmental factors
may cause discomfort and poses a limited risk of injury. The noise level in the work environment is usually low to occasionally moderate.

Ability to recognize and prepare to work safely within the constraints of potential hazards.

Salary:
The salary range for this position is $54,826 – $75,893. The Program Analyst will receive a very competitive benefit package and work 37.5 hours per week, plus any after-hours work that may be required, as directed by their supervisor.

Required test and screenings:
The candidate selection process consists of: a review of the candidate’s past work experience/skills and a personal interview. Successful candidates must successfully pass all required screenings and tests administered, when applicable, in order to be a candidate for this position. However, passing all required screenings/tests and completing a personal interview does not guarantee hire by the Village, as the ultimate decision to hire anyone is at the sole discretion of the Village of Addison.
