Chief Building Inspector

Under the general direction of the Fire Chief, the Chief Building Inspector is responsible for the administration
and enforcement of building inspections and code compliance related to building, plumbing, electrical, fire, and
other municipal codes and ordinances. Duties include inspecting new construction, additions, and alterations of
residential, commercial, industrial, and mixed-use buildings and structures to ensure compliance with applicable
building codes and permits; overseeing the issuance of permits, fee collection, and coordination of inspections;
ensuring permits and associated inspections are handled appropriately; and supervision of building division staff.

The successful candidate will have three years of increasingly responsible journey-level experience in building,
electrical, and mechanical inspections, and/or review of building, electrical, and mechanical plans with regard to
building or code compliance. Experience as a building inspector, construction compliance inspector/officer, or
construction manager is preferred. Minimum of two years college-level or trade school course work in building
construction, electrical, and mechanical systems. Additional specialized training in construction technology,
building inspection technology, or related field is preferred. Possession of, or ability to obtain within 12 months
of hire, valid International Code Council certifications as a ICC (B1) Residential Building Inspector, ICC (E1)
Residential Electrical Inspector, and ICC (M1) Residential Mechanical Inspector. Possession of, or ability to obtain
within 24 months of hire, appropriate, valid International Code Council certifications as an ICC (M2) Commercial
Mechanical Inspector and ICC (B2) Commercial Building Inspector.

Public Maintenance Worker – Sewer

Summary of Position and Duties:
The Human Resources Division of the Village of Addison is accepting applications to fill one (1) vacancy in the at-will, non-exempt, full-time position of Public Maintenance Worker 1 in the Public Works Department, Division of Sewer. Under direct supervision, this person performs a wide variety of manual tasks involving the maintenance and repair of Village sewer-lines, lift stations, roadways, and curb inlets, and buildings and grounds. The Public Maintenance Worker 1 works 40-hours a week, 7:00am – 3:30pm, Monday – Friday. May be required to work weekends, holidays and overtime to complete job requirements, as well as be on 24-hour call when necessary. Work is of routine difficulty and reviewed for progress and conformance to established procedures by the Sewer Foreman and/or his designee.

The primary responsibility of the Public Maintenance Worker 1 will involve, but not be limited to:

• Assists other workers engaged in performing maintenance work on Village lift stations, sanitary and storm sewers, roadways, and curb inlets.

• Cleans and repairs sewer-mains and sanitary manholes.

• Operates various equipment, such as a backhoe, end-loader, sewer-jet, dump-truck, and hand tools for the digging and repairing blocked sanitary sewer lines.

• Assists other workers with department operations ensuring assigned tasks are completed accurately, timely, safely, and according to instructed operating procedures. Also assists other workers in specified area(s) of expertise in the operation, instruction and implementation of safe working practices in the operation of all necessary equipment and tools involved in the maintenance of Village collection systems and lift stations or related operations; and, assists with the general preventative maintenance work and repairs on equipment. Maintains buildings, grounds, and related equipment, power rodder, high velocity pipe cleaner, and related items.

• Ability to safely and properly operate trucks, tools, and equipment involved in department operations and perform said duties in strict accordance with the Department/division SOP/safety manual; may serve on departmental safety committee.

• Must wear all required safety equipment (i.e., gloves, ear plugs, etc.) for the duty at hand according to department, equipment and regulatory specifications; report near miss accidents; comply with proper P.P.E. usage and follow required JSA’s; attend all required Village and department training; perform vehicle and work area evaluations (CDL Inspections) according to department specifications and as required on a daily basis; initiate training topics or issues as needed.

• Possess the ability to identify and mitigate where appropriate various disruptions to both public and private drainage systems.

• Acts as an intermediary with Village residents concerning service complaints, i.e., service disruptions, sewerage back-up, flooding complaints, etc. writes follow-up reports and maintains necessary records, if needed, prepares required reports and records. Provides said service to customers in a timely, professional and courteous manner.

• Maintains and repairs various types of equipment such as tractor, snow-plow, salt-spreader and auger and other related machinery.

• Assists in the street snow and ice removal program and may assist in the repair of streets, water-main breaks and sanitary sewer back-up calls as needed.

• Performs minor maintenance on tools and equipment.

• Responds to emergency calls 24 hours a day, seven days a week.

The above-captioned duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

The Village reserves the right to temporarily re-assign employees in this position to other divisions. Employees temporarily re-assigned to another division will conduct their work under the job description for the position they are assigned to.

All applicants must meet the following minimum requirements to be an eligible candidate for this position:

• Possess a high school diploma or equivalent.
• Possess a valid Illinois CDL Class ‘D’ and/or Class ‘B’ or of the classification appropriate to the equipment to be operated, free from incidence that may result in license revocation or suspension (or possess the ability to obtain a CDL within six ‘6’ months of hire).
• Ability to work nights, weekends, and holidays, along with any expected/unexpected overtime that may be mandatory.
• Ability to pass a personal interview, physical and drug screen when applicable.
• Be able to successfully utilize Microsoft Office software programs (i.e., Word and Excel).

Beneficial Qualifications Include:

• Possess vocational/technical training in the construction trades and additional experience in public works/utility maintenance, construction and repair, or any equivalent combination of education, training and experience which provide the requisite knowledge, skills and abilities for this job preferred.

Salary:

The hourly wage range for this position is $60,912 – $84,316. The Public Maintenance Worker 1 will receive a very competitive benefit package and work 40-hours per week, plus any required overtime.

Required test and screenings:

The candidate selection process consists of: a review of the candidate’s past work experience/skills and a personal interview. Successful candidates must successfully pass all required screenings and tests administered, when applicable, in order to be a candidate for this position. However, passing all required screenings/tests and completing a personal interview does not guarantee hire by the Village, as the ultimate decision to hire anyone is at the sole discretion of the Village of Addison.

FULL-TIME COMMUNITY DEVELOPMENT INSPECTOR 1 –
COMMUNITY DEVELOPMENT DEPARTMENT

Summary of Position and Duties:
The Human Resources Division of the Village of Addison is accepting applications to fill one (1) vacancy in the at-will, F.L.S.A non-exempt, Full-time position of Community Development Inspector 1 in the Community Development Department. The Community Development Inspector 1 position is an entry-level Inspector position working under general supervision, performing inspections of business, commercial, industrial, housing and building properties to ensure compliance with all Village building, zoning, construction, and life safety codes. The Inspector may be on call 24-hours a day for emergency inspections and to work overtime in the necessary capacity to perform job duties. Work is of average difficulty and is reviewed for progress and conformance to established procedures by the Director of Community Development or his designee.

The primary responsibility of the Community Development Inspector 1 will involve, but not be limited to:

• Investigates reported municipal, building, sub-division, and zoning code violations; initiates corrective or enforcement measures; notifies violators or corrective actions required for compliance; conducts follow-up inspections and reports; makes court appearance as necessary.

• Assists supervisor in updating Village Ordinances relate to departmental activities to ensure that Village Ordinances reflect current municipal needs; prepares proposed revisions and submits them to their supervisor for review.

• Meets or corresponds with contractors, architects, developers, residents, owners and managers regarding missing or inadequate details or existing violations; makes written reports of inspections with notes on any action taken.

• Performs duties in strict accordance with the Department/division SOP/safety manual and is expected to report any hazards and observed infractions immediately to their supervisor; may serve on departmental safety committee; makes certain that staff in the division are also performing duties in accordance with all Department/division SOP/safety manual regulations and policies.

• Inspects all properties requiring licenses and transfer-of-property stamps.

• Resolves complaints of municipal zoning, subdivision, property maintenance and building code violations.

• Prepares reports and recommendations related to inspections made and assists in updating municipal codes.

• Receives and investigates the general public’s complaints regarding division services. Institutes corrective measures including legal action as feasible and communicates with the general public regarding complaint disposition. Provides said service to customers in a timely, professional and courteous manner.

IN ADDITION TO THE AFOREMENTIONED ILLUSTRATIVE EXAMPLES OF WORK, INSPECTORS IN THE COMMUNITY DEVELOPMENT DEPARTMENT WILL BE ASSIGNED AND REQUIRED TO GAIN EXPERTISE IN ONE OR MORE OF THE FOLLOWING FIVE (5) INSPECTION AREAS:

1. BUILDING INSPECTION
Inspects during construction work to check footings, foundations, other concrete work, framing, other structural systems, electrical, H.V.A.C., plumbing, spotted surveys, driveways, and parking areas at single family dwellings and accessory structural such as pools, sheds, decks and fences for compliance with applicable building, electrical, plumbing, mechanical, fire, zoning and other applicable codes and ordinances including soil and erosion control practices. Performs disaster inspections such as those caused by flooding, fire, vehicle striking building, as requested to determine the safety of the structure.

2. HOUSING INSPECTION
Inspects, on a regular basis all rental residential property as required for compliance with appropriate codes and ordinances including individual apartments, driveways, parking lots, sidewalks, and landscape areas.

3. COMMERCIAL & INDUSTRIAL INSPECTION
Inspects all businesses in the Village’s industrial park and areas zoned for manufacturing on a regular basis for compliance with municipal and related codes and ordinance covering building and property maintenance and alteration; inspects all commercial and industrial buildings whenever a new business applies for a license; approves or rejects plans; makes inspections during new construction to check concrete, structural, electrical, H.V.A.C., and plumbing work to ensure compliance with all applicable codes, including soil and erosion control practices, inspects parking lots, driveways, storage areas, and landscaping for compliance with the Village Code.

4. PUBLIC, PRIVATE CONSTRUCTION AND TRANSFER OF PROPERTY INSPECTION
Performs field inspections of street, sewer, water main, and sidewalk construction in new and existing developments with the Village, including soil and erosion control practices, compiles lists of deficiencies on new subdivision prior to final inspections; tests or witnesses test of all water main and sanitary sewer before acceptance; addresses complaints of street repair, drainage, and flooding; performs grade and level work for all departments requested; Inspects illegal sump pump connection whenever a transfer of property occurs.; designs and implements plans and specifications for annual street maintenance programs. Also performs survey work, traffic studies, drainage inspector, review of payment requests and field inspections of as-built plans.

5. ZONING INSPECTIONS

Salary:
The salary range for this position is $70,068 – $96,991. The Community Development Inspector 1 will receive a very competitive benefit package and work 37.5 hours per week, plus any required overtime.

Summary of Position and Duties:
The Human Resources Division of the Village of Addison is accepting applications to fill one (1), May 1, 2022 vacancy in the at-will, non-exempt, full-time position of Electrician in the Village of Addison Public Works Department, Division of Electrical and Forestry. Under general direction, this person is in charge of maintaining electrical service on Village property and facilities. The person in this position works on electrical projects as needed throughout the Village, such as: street-light construction, repair and maintenance, indoor and outdoor building/public facilities, wiring for electrical service, etc. This person may also have to handle problems or complications in electrical service that may arise within Village buildings or utilities. The person in this position will be required to work weekends in the necessary capacity to complete required tasks. On 24-hour call for any problems, which may occur. Work is of considerable difficulty and is reviewed for progress towards established goals and objectives by the Electrical and Forestry Supervisor or his designee.

The primary responsibility of the Electrician will involve, but not be limited to:

• Requires the ability to understand electrical and mechanical drawings and schematics.

• Ability to safely and properly operate a variety of equipment such as lifts, bucket-trucks, tractors, forklift and other equipment involved in the operations of the Electrical and Forestry Division.

• Extensive use of an aerial bucket truck and aerial lift required.

• Work is routinely outdoors in all environments.

• Extensive street lighting system troubleshooting, construction, repair, removal, maintenance, and installation.

• Repairs and construction are underground and above-ground.

• Performs duties related to construction and maintenance on industrial wiring systems and their various electrical components.

• Troubleshoots any problems or complications in electrical service to Village buildings, facilities and equipment.

• Plans layout of wiring and installs wiring, conduit and electrical apparatus.

• Requires an understanding of current electrical codes, NFPA-70E standards, associated with Arc Flash and safety precautions.

• Ability to safely and properly operate trucks, tools, and equipment involved in department operations and perform said duties in strict accordance with the Department/division SOP/safety manual; may serve on departmental safety committee.

• Acts in support of the Forestry side of the Division.

• Performs preventive maintenance and repair of pumps, motors, blowers, valves, gears, and related items; Performs duties related to construction and maintenance on industrial wiring systems and their various electrical components.

• Assists in ensuring the operation and maintenance efficiency of equipment such as pumps, compressors, screens, gauges, meters, process tanks, etc.

• Acts as an intermediary with Village residents concerning service complaints, writes follow-up reports and maintains necessary records, if needed, prepares required reports and records. Provides said service to customers in a timely, professional and courteous manner.

• Performs minor maintenance on tools and equipment.

• Responds to emergency calls 24 hours a day, seven days a week.

• Performs snow-plowing and salting of streets as directed.

• Assists other workers with department operations ensuring assigned tasks are completed accurately, timely, safely, and according to instructed operating procedures. Also assists other workers in specified area(s) of expertise in the operation, instruction and implementation of safe working practices in the operation of all necessary equipment and tools; and, assists with the general preventative maintenance work and repairs on equipment. Maintains buildings, grounds, and related equipment.

• The Village reserves the right to re-assign employees in this position to other divisions. Employees temporarily re-assigned to another division will conduct their work under the job description for the position they are assigned to.

• Must wear all required safety equipment (i.e., gloves, ear plugs, etc.) for the duty at hand according to department, equipment and regulatory specifications; report near miss accidents; comply with proper P.P.E. usage and follow required JSA’s; attend all required Village and department training; perform vehicle and work area evaluations (CDL Inspections) according to department specifications and as required on a daily basis; initiate training topics or issues as needed.
