Public Maintenance Worker 2 – E&F

Summary of Position and Duties:
The Human Resources Division of the Village of Addison is accepting applications to fill one (1) vacancy in the at-will, non-exempt, full-time position of Electrician in the Village of Addison Public Works Department, Division of Electrical and Forestry. Under general direction, this person is in charge of maintaining electrical service on Village property and facilities. The person in this position works on electrical projects as needed throughout the Village, such as: street-light construction, repair and maintenance, indoor and outdoor building/public facilities, wiring for electrical service, etc. This person may also have to handle problems or complications in electrical service that may arise within Village buildings or utilities. The person in this position will be required to work weekends in the necessary capacity to complete required tasks. On 24-hour call for any problems, which may occur. Work is of considerable difficulty and is reviewed for progress towards established goals and objectives by the Electrical and Forestry Supervisor or his designee.

The Village reserves the right to re-assign employees in this position to other divisions. Employees temporarily re-assigned to another division will conduct their work under the job description for the position they are assigned to.

The primary responsibility of the Electrician will involve, but not be limited to:

• Requires the ability to understand electrical and mechanical drawings and schematics.

• Ability to safely and properly operate a variety of equipment such as lifts, bucket-trucks, tractors, forklift and other equipment involved in the operations of the Electrical and Forestry Division.

• Extensive use of an aerial bucket truck and aerial lift required.

• Work is routinely outdoors in all environments.

• Extensive street lighting system troubleshooting, construction, repair, removal, maintenance, and installation.

• Repairs and construction are underground and above-ground.

• Performs duties related to construction and maintenance on industrial wiring systems and their various electrical components.

• Troubleshoots any problems or complications in electrical service to Village buildings, facilities and equipment.

• Plans layout of wiring and installs wiring, conduit and electrical apparatus.

• Requires an understanding of current electrical codes, NFPA-70E standards, associated with Arc Flash and safety precautions.

• Ability to safely and properly operate trucks, tools, and equipment involved in department operations and perform said duties in strict accordance with the Department/division SOP/safety manual; may serve on departmental safety committee.

• Acts in support of the Forestry side of the Division.

• Performs preventive maintenance and repair of pumps, motors, blowers, valves, gears, and related items; Performs duties related to construction and maintenance on industrial wiring systems and their various electrical components.

• Assists in ensuring the operation and maintenance efficiency of equipment such as pumps, compressors, screens, gauges, meters, process tanks, etc.

• Acts as an intermediary with Village residents concerning service complaints, writes follow-up reports and maintains necessary records, if needed, prepares required reports and records. Provides said service to customers in a timely, professional and courteous manner.

• Performs minor maintenance on tools and equipment.

• Responds to emergency calls 24 hours a day, seven days a week.

• Performs snow-plowing and salting of streets as directed.

• Assists other workers with department operations ensuring assigned tasks are completed accurately, timely, safely, and according to instructed operating procedures. Also assists other workers in specified area(s) of expertise in the operation, instruction and implementation of safe working practices in the operation of all necessary equipment and tools; and, assists with the general preventative maintenance work and repairs on equipment. Maintains buildings, grounds, and related equipment.

• Must wear all required safety equipment (i.e., gloves, ear plugs, etc.) for the duty at hand according to department, equipment and regulatory specifications; report near miss accidents; comply with proper P.P.E. usage and follow required JSA’s; attend all required Village and department training; perform vehicle and work area evaluations (CDL Inspections) according to department specifications and as required on a daily basis; initiate training topics or issues as needed.

• Employee must enter all jobs performed and the time to perform said jobs, on a daily basis, into the Public Works asset management software program, using a tablet or computer. This includes, but is not limited to: creating work orders from assets, adding a sub-task to a work order, adding photos to a work order,

ENGINEERING TECHNICIAN –
COMMUNITY DEVELOPMENT DEPARTMENT

The Human Resources Division of the Village of Addison is accepting applications to fill one (1) vacancy in the at-will, FLSA non-exempt, full-time position of Engineering Technician in the Village of Addison Community Development Department. The primary responsibility of the Engineering Technician is to complete work of a technical nature, where good written and interpersonal skills are required. The Engineering Technician works 37.5 hours a week, generally 7.5 hours each day between 8 a.m. – 5 p.m., Monday – Friday. The Engineering Technician may be on call 24-hours a day for emergency inspections and is expected to work overtime in the necessary capacity to perform job duties. The Engineering Technician position is a higher level classification than that of the Community Development Inspector 1 employee, requiring engineering-specific work such as performing calculations, plan reviews, and inspections. The Engineering Technician will perform roadwork and utility quantity calculations, engineering-related plan reviews and inspections of site work on business, commercial, industrial, and residential properties to ensure compliance with all Village building, zoning, engineering, storm-water, floodway/floodplain, construction, and life safety codes. The Engineering Technician will be required to obtain job-related certifications, as directed by the Village, to gain certain necessary skills for the position. Work is of average difficulty and is reviewed for progress and conformance to established procedures by the Director of Community Development and/or his designee.

The Engineering Technician has the primary responsibilities listed below, but is not limited to them. The person hired in this position:

• Conducts plan reviews, issues permits and performs field inspections for compliance pertaining to engineering site improvements, including, but not limited to: demolition and earthmoving, roadwork, other paved surfaces, water, sanitary and storm-sewer construction, and storm-water management and water quality improvements.

• Investigates reported municipal, building, subdivision, engineering, storm-water, water quality, N.F.I.P, and zoning code violations; notifies violators or corrective actions required for compliance; conducts follow-up inspections and reports; makes court appearances as necessary.

• Meets and corresponds with residents, property owners and managers, contractors, developers, architects, engineers, planners and others regarding plans and permitting, assists in the applicant’s preparation of site improvement permits, coordinates with outside consultants when necessary, and makes written reports of plan examinations and inspections together with notes on any action taken; also meets to answer questions about code-related and storm-water management situations and property violations.

• Counts traffic manually and/or installs and maintains automated traffic counting devices; downloads data, writes reports, and prepares and traffic studies.

• Collects field data via surveying in the field; gathers topography, locates property pins, property lines, and easements; lays out survey grades and stakes, and marks items in the field for removal and replacement on improvement projects.

• Reviews and updates water-main, sanitary-sewer, storm-sewer, detention/retention facilities, water quality improvements, wetlands, flood information, street lighting, and traffic signal atlases and databases to conform to “as-built” conditions.

• Assists staff engineers in preparation for bidding projects, reviewing plans, inspecting construction, documenting progress, and closing out of annual M.F.T roadwork, Village, and other projects.

• Assists staff engineers in updating Village Ordinances and Codes related to departmental activities to ensure that they reflect current municipal needs and policies; prepares proposed revisions and submits them for review.

• May maintain benchmark records by inputting and updating in a database or GIS, and assigning new file numbers as necessary.

• May prepare reports and recommendations related to permits issued and inspections made for yearly reports and assists in updating municipal codes.

• May prepare required ordinance, code, permit fees and form updates and/or revisions as directed; attends Development Review Committee meetings.

• May receive service requests and will need to investigate the complaints from the general public. Coordinates and enforces corrective measures including legal action as feasible, and communicates with the general public regarding complaint disposition. Provides said service to customers in a timely, professional and courteous manner.

Summary of Position and Duties:
The Human Resources Division is accepting applications for the purpose of filling one (1) vacancy in the position of Special Projects Coordinator in the Village of Addison Administration Department. The Special Projects Coordinator is an at-will, FLSA exempt, position in the Administration Department of the Village of Addison. Under administrative direction of the Mayor and Village Manager, this person performs highly responsible administrative duties acting in a liaison capacity between the Village of Addison Administrative offices and the retail, governmental (i.e., local educational institutions, park district, etc.), commercial and industrial sectors of the Village. The Coordinator will be expected to develop public and private partnerships in order to implement programs that complement the needs of the business community. The Coordinator will be expected to manage and expand upon existing Village programs, as well as, develop new initiatives that all have the focus of assisting the Addison business community. The Coordinator will also work closely with educational institutions, Addison Chamber of Commerce, other taxing bodies, civic organizations and the Mayor’s Workforce Development Program Representatives. The Coordinator will be expected to be able to successfully lead multiple projects and disparate groups simultaneously in order to advance Village initiatives, and solve problems that might arise between those groups. The Coordinator will also be expected to develop and maintain close working relationships with disperate groups (taxing bodies, educational institutions, civic organizations, businesses, etc.) for the purpose of advancing program initiatives. Work is of considerable difficulty and is reviewed for progress and innovativeness by the Mayor and Village Manager. Job responsibilities are continually changing, as this position necessitates actively seeking out new ways to improve community relations efforts as they relate to the business community in the Village of Addison.

Duties of the Special Projects Coordinator include, but are not limited to:

• Through the direction of the Mayor and Village Manager and working in concert with District 88 and the College of DuPage, the Coordinator will be responsible for overseeing the Mayor’s Workforce Development Program; this includes scheduling and planning the meetings, inviting guests, developing the agenda, identifying and developing important and innovative Program initiatives and making presentations on said initiatives to various stakeholders. The Coordinator will also be responsible for increasing the membership of Addison business owners in the Program.

• Working with various Addison community and educational groups and members of the Mayor’s Workforce Development Program organization, the Coordinator will be in charge of identifying the present and future training needs of potential employees of the local Addison business community; this includes working with educational institutions to prepare students ahead of time with training and education that will prepare them for a career in any one of the local Addison businesses.

• Initiate, respond to, and maintain direct contact with service and fraternal organizations, governmental agencies, schools, institutions of higher learning, businesses, houses of worship, health and human service agencies, social service agencies, Village elected and appointed officials and staff, and members of the general public in the pre-planning, execution and post-planning of all events involving the services or facilities under the Coordinator’s control.

• Working closely with representatives of the Community Relations Department, assist in the development and implementation of all necessary publicity for events under their control as needed, including internal channels of communication (cable television, web-site, e-newsletter, and social media), signs and banners, contact with media in promotion of events, and other methods of publicity as may be necessary.

• Provide assistance to organizations, individuals, schools and businesses in the planning of special events under their control.

• Provide prompt customer service and promote activities designed to open avenues of communication, promote public understanding, and gain support for Village activities and objectives in the business community.

• Identify, address, and recommend solutions to problem areas raised through open dialog with the Addison business community; work with Village Staff to attempt to resolve pressing issues and problems in the business community.

• Recommend and assist in the implementation of goals and objectives under the control of the Coordinator, as established by the Mayor, Village Board and Village Manager related to the business community; establish schedules and methods for providing assistance to the business community.

• Work to create an Addison Industrial Area Organization for the purpose of representing the needs, issues and challenges facing the Addison industrial community to the Village Administration; this includes developing the membership of the organization, creating the agenda for regular meetings, implementing initiatives that arise out of the organization, measuring their effectiveness and adjusting procedures as needed.

• Working with other applicable organizations, the Coordinator will be expected to organize and host job fairs in the Village of Addison.

• Monitor the performance of various initiatives and programs related, but not limited to: Mayor’s Workforce Development Program, Addison Chamber of Commerce, Job Fairs, Addison Industrial Area Organization, Choose DuPage, etc.; recommend and implement modifications to existing programs and procedures to ensure continuing success of the programs.

• Serve as the liaison between the Mayor, Village Board, Village Manager, the retail, commercial and industrial community, Chamber of Commerce, other governmental agencies, civic groups and educational institutions as they relate to programs under their control; appear before special interest and civic groups to present materials dealing with Village of Addison and its business community programs and activities.

• Develop survey instruments to survey the Addison business community; conduct surveys of the Addison business community to determine their particular needs, challenges and issues; interpret and record survey results; implement changes to existing programs aimed at assisting the business community and present new ideas and programs, as a result of the survey results, to applicable stakeholders.

• Coordinate and facilitate meetings and engagement efforts between business leaders, elected officials, civic groups, educational institutions, Village Staff and other applicable units dealing with the issues and challenges facing the Addison business community; identify common themes and propose resolutions.

• Work closely with the Addison Chamber of Commerce in order to increase the membership, visibility and scope of the group.

• Successfully lead multiple projects and disparate groups (taxing bodies, educational institutions, civic organizations, businesses, etc.) simultaneously in order to advance Village initiatives, and solve problems that might arise between those groups. The Coordinator will also be expected to develop and maintain close working relationships with those disperate groups for the purpose of advancing program initiatives.

• Makes presentations to Village Board, commissions, civic groups, business groups and the
general public on various Village initiatives and issues.

• Working closely with the Village of Addison retail, commercial and industrial sectors, develop and maintain a directory of businesses in Addison, including their address, key company contacts, products they produce and sell, type of training and skill-sets their employees are expected to possess, etc.

• Serves as a resource for the Village of Addison business community, may help to negotiate significant and controversial issues between the business community and the Village; responds to and helps to resolve difficult and sensitive issues between the business community and the Village of Addison.

• Must wear all required safety equipment (i.e., gloves, ear plugs, etc.) for the duty at hand according to department, equipment and regulatory specifications; report near miss accidents; comply with proper P.P.E. usage and follow required JSA’s; attend all required Village and department training; perform vehicle and work area evaluations according to department specifications and as required on a daily basis; initiate training topics or issues as needed.

Required and preferred minimum requirements to be an eligible candidate for this position:

• Requires graduation from an accredited college or university with an undergraduate degree in any one of the following: communications, public relations, political science or public administration; graduate degree in the aforementioned fields of study is highly desirable.

• Possess at least four (4) years of working experience in public relations, economic development, public administration and/or communications, preferably in a governmental setting.

• Possession of working knowledge of Choose DuPage and other DuPage County workforce organizations, as well, as experience successfully leading multiple projects and disparate groups simultaneously in order to advance an organization’s initiatives; this includes solving problems that might arise between those groups is strongly preferred.

• Possession of working experience and knowledge developing and maintaining close working relationships with disparate groups (taxing bodies, educational institutions, civic organizations, businesses, etc.) for the purpose of advancing program initiatives for an organization is strongly preferred.

• Possess working knowledge of the data processing systems (personal computers, Microsoft Office Software, e-mail).

• Must possess a valid Class ‘D’ Illinois Driver’s License free from incidence that may result in license revocation or suspension.

• Ability to successfully complete and pass an oral interview, a full police background investigation, including a physical examination and drug screen, where applicable.
